Did you know February has only 28 days. Every 4th year it gets 29 days for Leap Year. February is the SHORTEST month of the year! Looks to me like Black History Month (BHM) got short shrift; February being so short and cold too! Maybe Congress will address the issue this month and move it to a warmer month that has more days. Wiki says the UK celebrates BHM in October, which has 31 days.
